Runway 16-34 serves as the cross-wind runway and its critical aircraft is a single or twin engine, piston aircraft. The current runway configuration is capable of accommodating most Code B and some Code C aircraft but with weight restrictions.

The runway 34 threshold has an operational displacement of 91m (300ft) in order to achieve adequate approach slope surface clearances in the vicinity of the railway line to the south. The runway can no longer be extended without property acquisition and termination of either the railway line or Highway No. 640 through the runway strip. Based on the traffic forecasts and market trends influencing the ETRA, it is believed that the current runway configuration will be adequate for the needs of the ETRA during the planning period.

The runway's current PLR is 3. Should the aircraft usage remain as forecast, a conversion of runway 16-34 to an asphalt surface of an increase in the PLR is not expected to be required during the planning period.

The runway, situated in an area with relatively flat terrain and high water table, currently has no subsurface drainage system. As a result, the runway strip is prone to saturation and instability of the gravel pavement particularly during the spring and fall. In fact, due to poor drainage, NOTAM's are occasionally issued to notify the closure of the runway. In 1999, the ETRA applied for ACAP funding to install a tile drain system for a 27ha area at the southeastern portion of runway 16-34; however, it was declined following cancellation of a scheduled air service. It is recommended that the tile drain system (estimated capital cost of $120,000), as identified in the ACAP application, be undertaken in 2002.
